Any competent authority before which a juvenile or the child is brought under any of the provisions of this Act, may, whenever it so thinks fit, require any parent or guardian having the actual charge of or control over the juvenile or the child to be present at any proceeding in respect of the juvenile or the child.

When a juvenile or a child is brought before the competent authority under any of the provisions of the Act, and in the opinion of such competent authority, the presence of parent or guardian who has actual custody and control over the juvenile or child, is deemed necessary in the proceeding, he may order them to be present in such proceeding.
