The function of the manager of data processing is to plan and administer the operation of the data processing system. This position is difficult to fill for the manager of data processing must possess a variety of capabilities. He must operate on a relatively high level within the organisation.
An EDP manager must have the confidence and respect of the entire organisation. He must possess a depth of vision capable of comprehending the information requirements of the entire organisation, and must have the ability to lead the various components of the organisation to accept an integrated data processing system.
He should be a master of the strategies involved in getting things done. He should be an excellent administrator, during which a succession of interrelated steps affecting the entire organisation must be scheduled and accomplished. He must be capable of assimilating enough of the technology of data processing to be able to interpret its significance for the data processing function and for the entire organisation.

The systems development and programming group may be organised in a variety of ways. Because of the interrelationships between the steps in overall process of converting to computer processing, it is tetter to organise this group in teams each of which is responsible for the systems analysis block diagramming, programming, debugging and conversion of an entire application.
In general, a team consists of from two to five: persons, headed by a senior systems analyst.
Normally personnel for systems analysis and programming come from within the organisation, and are trained in computer techniques. It is easier to teach the machine to someone who knows the data processing problem than it is to teach the problem to someone who knows the machine.
